An electronic system for rationing energy – TEQs or Tradable Energy Quotas – has been developed by David Fleming of the Lean Economy Connection. The system is designed to transform the way we use fuel. It has the twin aims of tackling global warming and conserving the dwindling stocks of oil and gas in the ground.
